Eltringham is the owner of Logan-Madison Construction, according to the lawsuit. The business would also enter into contracts to build new residences, including cottages and live-in pole barns, and would then not complete the work at all or would perform in an unworkmanlike manner. Full refunds were failed to be granted in a reasonable time period for incomplete work, the lawsuit stated. The attorney general's office has, so far, received 10 complaints against the defendants, the lawsuit stated, for an aggregated disputed amount of $108,000. The contracts also had incomplete information, such as addresses for both parties, the business's tax information, clauses that allowed parties to cancel services, anticipated start and completion dates, copies of the business's insurance policies and dated signatures of the parties. In the lawsuit, DeWine asked the courts for a declaratory judgment and a permanent injunction against the defendants to prevent them from doing any more home construction business with customers until any restitution awarded by the court has been paid.
